After the failure to discover any such weapons in Iraq it, was Libya's turn to surprise the rest of the world with the news that not only did it possess the means of making nuclear, chemical and biological weapons, but it was prepared to renounce them in return for moves toward rehabilitation by the international community. The rogue state's surprise announcement comes 15 years after it sponsored one of the worst atrocities against innocent civilians - the downing of a PanAm 747 airliner over Lockerbie on December 21, 1988. In making his new decision, Colonel Muammar Gaddafi has clearly decided he wants to bring his country in from the cold by renouncing past mistakes and embracing friendship with the West. On paper the findings of a joint British-US inspection team are as compelling as anything that was alleged about Saddam Hussein in the run-up to the military operations against Iraq. Following nine months of top-secret negotiations with inspectors and visits to more than 10 suspected sites, including one used- uranium enrichment plant, the team found that Libya was close to developing a nuclear weapons capability (probably a low-yield atomic bomb); that it had significant quantities of chemicals capable of being used as weapons; that there were research centres for biological weapons-related work at Tarhuna and Qabilat az Zaribah, and that long-range missiles were being developed. In other words, Gaddafi was as potentially dangerous an enemy as Saddam was supposed to have been when the West drew up similar dossiers about the Iraqi weapons programme. Advertisement Libya's decision to destroy these facilities and to limit its missile development has been welcomed by the international community, although some analysts have questioned the extent of the Libyan programme. Edmund Greene of the Royal United Services Institute has pointed out that until recently the main thrust of London's and Washington's diplomatic relations with Libya had been centred on the Lockerbie bombing and although Gaddafi's regime had been included with Cuba and Syria in a so-called second division axis of evil, there had been talk of concessions in return for renouncing terrorist links: "For its part, the US was certainly not pressing for action against Libya on the question of weapons of mass destruction or its alleged sponsorship with terrorism." There have also been claims the dossier itself has to come under closer scrutiny before its findings are accepted. The information about the missile programme shows the technology was largely dormant and based on the obsolete Scud delivery vehicle, and much of the chemical and biological holdings could have been produced at dual- use civilian facilities. While conceding that Gaddafi was "moving in the right direction", a US State Department official said it was too early to say if the findings were based on hard facts: "We're at the start. We will work with them as long as they are genuine in their initiative." However, in Tripoli there seems to be no doubt that the Libyans regard the breakthrough as a new beginning. Following Friday's announcement, Libyan foreign office officials made it clear yesterday that they want to end their diplomatic isolation and renew their traditional, if somewhat rusty, links with the West. Speaking on the al-Jazeera television network, foreign minister Mohamed Abderrahmane Chalgam said the time had come to kiss and make up. "Libya wants to solve all problems and we want to focus on development and advancing our country. The [illegal weapons] programme does not benefit or help our country. We want to have ties with Britain and America because this is in the interest of our people." Coming on the back of Saddam Hussein's arrest last week, the surprise announcement is the icing on the cake for US President George W Bush - and Tony Blair. Not only was it made shortly before the anniversary of the Lockerbie bombing, but it is also the ideal festive good news package for the two leaders. A cynic might say the timing was too neat to be true, but a seasoned observer of Washington insists the two events send a compelling message to the leaders of other rogue states. "It is a simple choice: either they can embrace constructive engagement with the West or they can end their days dirty and bedraggled in a rat hole in some godforsaken part of their country. Gaddafi has looked hard at what happened in Iraq and wants no part of it. Instead of being outside the big tent his country is now free to embrace democratic freedoms and can become a cornerstone of the new regional strategic architecture. But that means doing it the US way." In return for the promise to end its illegal weapons programme, the US will gradually lift its sanctions, freeing up Libya's oil industry. At present there are no economic relations between the two countries and Washington has a ban on US passport-holders visiting Libya without official permission.
