I wouldn't necessarily be too hard on him for choosing that word. Yes, it's the wrong word, but in common usage it's shorthand for a democratic republic. (I don't think there are any pure democratic governments left, because most, if not all, of the world has realized what a nightmare they are.)
We are a Constitutional Republic.
Our founding fathers hated Democracy...ie MOB RULE.
