ghosts need energy to "be" and to manifest either visually or via auditory contact. It's not as often you'll see a ghost as you'll hear something. I've seen very few ghosts but have heard them one way or another more often.
Some of the energy they get during an investigation can come from the batteries in our equipment as well as energy in the wiring of the house or wherever we are (if there IS power to the building). they can get energy from the television and anything else with a power source even if it's off. Things "off" still "store" electricity in them.
Once they've manifested enough energy to make contact, than can use the phone, tv, radio or even "put a thought in your head". if they have even more energy, they can touch you so you can feel it or even physically move things in the environment.
Yes, I've seen/heard ghosts and i've been touched. I've not heard them on the phone or Tv/radio, but i have heard whispers and mumbled talking that was not from anyone physical present. I've also had things whispered in my ear, felt like someone was blowing gently on the back of my neck and had my hair pulled. I often see other investigators react to being touched and asked if I head "that" when they heard something.
What does being touched by a ghost feel like? Other than having your hair pulled...

the only way I've felt it and can describe it is just like being touched by a living person but it's VERY LIGHT as if done by the fingertips.
there have been a few times I've had my shoulder tapped on and it felt just like it was from someone tryin to get my attention.

I guess I fell for the Hollyweird version of the cold chill with the touch of a ghost.

I get chilled-I've been sat in here (my office) and the temp has gone down to freezing.

there are times where it gets cold but thats not being touched.
that coldness is the ghost taking the energy directly from the atmosphere

There have been times when I have had just one hand cold-as if someone was touching that. Or sometimes my face.

True Hamster...let me rephrase my answer.
I thought Markovii was talking about the spine chilling effect overall vs what you're describing and I didnt take the time to explain it well enough.
It is true that "a cold spot" on your body can be the ghost touching you. they lack physical form and are pulling energy from the atmosphere itself in many cases which results in a temperature drop (cold spot). If the ghost "touches" your hand or face, then you can feel this as a cold spot on your body but not feel the fingertips as I described.

No I do not. The only sensation is that it seems very real to me, and LOUD. I am always surprised that my husband does not "hear" them when I do.

Why were they trying to contact you? Did you know the person before they died? Were you just standing around in a "normal" place, or were you actually ghost hunting? Thanks Hambone............
