Children should be encouraged to talk to their parents and talk to them daily, mind you some parents don't listen to their kids.  But that is a whole different issue.

I think it is a very responsible thing to tell pre-teens and teens "The only way to be 100% safe against pregnancy is to abstain from intercourse.  The only way to be 100% safe against STDs is to abstain from all sexual activity.  No method of contraception or birth control or STD prevention is 100% effective.  NOW, with that said, using safer sex methods consistently and properly is MUCH safer than no protection at all, so IF you make the decision to engage in sexual activity, here's what you can do..."  I'm sure some on both far ends of the debate would find something to complain about, but approaching sex ed from the perspective mentioned above would be more than good enough for me :)
