I'm not sure, but isn't that illegal?  You sure can't do something like that around here.  Just what does that guy think these animals are going to do..........become wild animal food for one!!  Become a pack that will cause a problem for people as well as domestic animals, for two!  And how on earth is a domestic dog going to deal with anything in the wild?  What an ass!

or is this some town named Arkansas?
I thought I saw a Helen somthing or other town mentioned in that article, but
you certainly can't get a sense of whether that site is about a town, a region, or what exactly.

Certainly didn't say Mayor Y of town Z very clearly.

You'd be surprised how a healthy dog might, but as these are not healthy, according to the article, we could be looking at an epidemic of many things, from rabies, to distemper, to heartworm, to mange, to parvovirus etc.  If someone is hurt because of this - dog or human - I hope this asshat rots in hell.  With rabies.
