Explosion evacuees angrily question why propane plant operated so close to home 47 minutes ago TORONTO — Terror gave way to outrage Sunday as thousands of Toronto residents forced out of their homes by massive explosions questioned why a propane facility was allowed to operate in their neighbourhood. The northwest Toronto neighbourhood bordering Sunrise Propane Industrial Gases, the site of the spectacular early morning blasts, is home to some 12,500 people. Residents were forced to evacuate after the explosions and ensuing fires, which broke out shortly before 4 a.m., shook homes and tore apart vehicles, throwing flames and fireballs high over the city. Toronto Mayor David Miller vowed a "thorough review" of the incident "to determine if any of the regulations were not followed." Residents lambasted the city and the province for allowing an operation like Sunrise in a residential area. Vicki Arciero hugged her dog Miko while people flocked past her to a command centre at CFB Downsview where evacuees were taken. "I want to see it gone. I want to see them compensate our neighbourhood for the damage they've caused us and the fear they've caused our children," said Arciero. "They should have realized, don't put something like that in a residential area, you're going to kill somebody." Municipal zoning that allows such operations has been in place for over a decade, Miller said during a teleconference. While the mayor committed to a review of that zoning, he said Sunday was not the time. "That's not for today," he said. "My concern today is the safety of the Torontonians who live in the vicinity and the safety of our emergency service workers and the workers at the propane facility." One angry resident, who told television station CP24 that a layer of skin was scorched off his back when a fireball struck him, said he wants to know who issued the permit for the propane depot. "They should be liable," said Tony Testa. There's "no way" the facility should have been there, added John Arciero. "It's a residential area," he said. "It was inevitable something like this was going to happen. It was just a matter of time." Initially, police said they knew of only minor cuts and bruises sustained by a handful of people. Later Sunday, a Toronto firefighter died at the scene. While the cause of death was not immediately known, officials said it was not from "traumatic injuries." Another person, believed to be an employee of the propane facility, was unaccounted for. The Technical Standards and Safety Authority, which is responsible for regulating transportation, storage, handling and use of fuel including propane, said propane facilities operating in residential neighbourhoods must meet "stringent regulations." In a statement, the Propane Gas Association of Canada said the industry has an "excellent safety record and incidents like this are an extremely rare occurrence." Richard Hawrelak, a plant design engineer for more than 30 years, said several deadly explosions have spurred a trend toward building facilities further from residential areas. "It's more normal now to have more separation," Hawrelak, who also lectures at the University of Western Ontario, said from his home in the southwestern Ontario city of Sarnia. He said Canada, in contrast to other countries like the United States and some European nations, lacks firm rules governing the storage of dangerous substances like propane near concentrations of people.
