You know as well as I do that the term "He" is a grammatical vehicle. God is also referred to as "He".

It's a grammatical vehicle to express the "person" of the Holy Spirit.

He leads, comforts, helps, guides, speaks, distributes gifts, gives life, is grieved, is offended...

in addition

"For it seemed good to the Holy Spirit"

"having been forbidden by the Holy Spirit to speak the word in Asia"

"except that the Holy Spirit solemnly testifies to me in every city"

The Bible also says God is Spirit and the Holy Spirit is sometimes referred to as the "Spirit of God" or the "Spirit of Jesus".
