The below link will take you to a page at the ASPCA website. It is a pre made form letter with space to add your own words. It goes directly to Pa legislators in Washington.

Please help pass this law banning tethering of pets. The more voices that speak out, the easier it is to pass such laws!

Pennsylvania State Rep. Mario Scavello (R-Monroe County) and other legislators have sponsored HB 1065, a bill prohibiting the tethering of dogs between the hours of 10:00 P.M. and 6:00 A.M. and restricting tethering during the day. HB 1065 was recently reported out of the Judiciary Committee, and we expect that it will soon be voted on by the full Pennsylvania House of Representatives.

As you may know, tethering—also known as chaining—is cruel to dogs and dangerous for people. Tethering exposes dogs to injury by other animals, people, extreme weather conditions and the tether/chain itself. By isolating these social animals from their packs and depriving them of the ability to flee from perceived threats, tethering creates anxious, frustrated, aggressive dogs. In fact, tethered dogs are almost three times more likely to bite and are responsible for a substantial percentage of fatal attacks.

Cities and states around the country—including Texas—have enacted laws significantly limiting tethering, in many cases banning the practice altogether. Lawrence, Kansas, has drastically reduced cruelty and dog fighting complaints by enacting an ordinance prohibiting the tethering of a dog for longer than one hour.

Now if you think of tethering in the conventional sense, it is different. When I hear the word tether, I think of horses. A tether line on a horse is WAY different than what they describe on that page.

Tether lines if done properly, will not entangle the animal and will give the animal much more room to roam and comfort. This also is not used as LIVING situations.

Tether lines are for cattle round ups that are overnight-ers,  camping with your animal, horse shows, stuff like that.

No animal should be forced to live it's life at the end of a chain or rope witout ever having any freedom of it.

I had a neighbor when I had my farm who kept his dogs outside in all kinds of horrific conditions and trust me, that dog was NOT happy nor friendly. He finally came around when the dog FROZE to death and got two new beautiful white shepherds. This time, he built a large roomy pen, gave the dogs a house, and a platform out of the mud and cold. No more chains.

Of course he had a good deal of prodding from me to do all this! :giantgrin:

Hi, TK.

I'm with you on this.  I can see the need to tether an animal to a pole or something if you're going into a store for a few minutes.  I've seen that a lot, and it makes sense to me.  But tethering an animal outside for long periods of time when it's exposed to the elements...that's just wrong.

I still do not get the meaning of tethering. If I went fishing and left my dog on a dog run in the shade with food and water for 2 hrs is that tethering? And if I lived in Pennsylvania would they throw me in jail?
