As long as anyone tries to speak the language of the country they are in, the establishment should try and help/understand them...

Or have one of them hand held translator/book thingys...

See what happens is that with her Filipino accent sometimes creeps into her English which make it hard to understand and many have a hard time understanding her ,which makes her sad and unhappy, it's very hard for me not to get upset and say"try to listen first you moron"

No.  The fact that anyone's English isn't perfect shouldn't mean they don't get service.  That's different from not speaking English, though.  As far as I'm concerned, someone who doesn't speak English has three choices:

1)  Learn the language.
2)  Rely on a friend to interpret for you.
3)  Take your chances that the person you're trying to talk to knows your language.

Those are really the only choices.  You can't expect a business to supply an interpreter just so that patrons can say "Can I have a ham on rye?" in every language on the face of the Earth!

If they can't speak a word of english ?, maybe.

Would be it discriminatory for a cafe in Delhi to refuse to serve me if I don't order in fluent Urdu ?, maybe.

As a tourist I reserve the right to not learn every language on the planet in order to buy a sandwich wherever and whenever I want, if I don't speak the language I will use body language (pointing) to order if you don't like that than say ::whello:: to my big fat tourist :cash:.

I think people who live in this country should learn enough English to get by if they are out in public. Or they should have someone with them to help translate..like I do. 

Colin...if your wife is making every effort to be understood, then she should NOT be discriminated against.  She is trying, for gosh sake.  At least she is not refusing to use the language.  Good for her.
