I don't know this for a fact, but my suspicion is that the change has come about for legal reasons.  When the Olympic Park bombing happened in 1996, the media pounced on Richard Jewell and basically (along with the FBI, of course) made his life hell.  In the wake of that, I think people are less and less willing to call people "suspects". 

There's also a strategic reason, I think:  If you want to get information from a suspect in hiding (or even a confession) calling them a "person of interest" in the media is a better way to get their cooperation than if you call them a "suspect" (at which time they'll almost certainly lawyer up).

and soon- to- be -defendants.

unless of course, they have a lawyer who drags case out for years for certain reasons.
