PHILADELPHIA - A woman who was arrested and jailed for three weeks on drug charges for what turned out to be flour-filled condoms has settled a lawsuit against the city for $180,000.

"Under the circumstances, something went terribly wrong," Janet H. Lee's attorney, Jeffrey Ibrahim, said Wednesday. "We're trying to ensure that nothing like that ever happens again."

Lee was a freshman at Bryn Mawr College in 2003 when she tried to take three condoms filled with flour in her carry-on bag on a flight to Los Angeles. They were discovered by airport screeners, and authorities said initial tests showed they contained drugs. Lee was held for 21 days on drug trafficking charges until later tests showed she was telling the truth.


Lee said the flour-filled condoms were a phallic toy students would squeeze to deal with exam stress, and she thought they were funny and packed them to show friends at home. Lee, now a 21-year-old senior, said she did not know that drug dealers often carry drugs in condoms.
A trial had been scheduled to begin Thursday in Lee's lawsuit. Lynne Sitarski, a lawyer for the city, said the city was not admitting wrongdoing or liability.

something ::bfish::::bfish::::bfish::about this story...it does not take 21 days to rule out the presence of drugs. the stuff gets stepped on by all kinds of substances in attempts to disguise it.

I put the "dumb" award on the cops here, gee maybe just maybe someone was telling the truth,  cops can pretty much do what they want to do, if you smirk at them wrong it can be obstruction.

if the initial chemical test done by the authorities indicated the presence of drugs within the flour-filled condom, then there was probable cause for an arrest. then it went to a lab...why it took 21 days is inexplicable, but there would have been bond set right away. so why are the police 'dumb'?

I wouldn't say "dumb" here as much as I would say, well...doing their job...

Not like no-one here has never made a mistake...just because the outcome happen to end up being a settlement in cash of $180,000 doesn't mean the practice can be condemned...they were just doing their job.

 were they doing their jobs?  Don't they have a way of testing this powder before they send it to the lab and incarcerating somebody for three weeks?  I bet they didn't bother to, I bet $180,000 Say's they thought it was an open and closed case.........that flour made that girl a nice amount of dough.

that's what i said...there IS an initial testing of the substance before arrest. something gave them probable cause for them to make the arrest. and almost anyone can make bond the next day, there was some reason she didn't. there is more to this story than meets the press. ..and given the judiciary, police don't decide what is 'open and closed' that's for a judge and/or jury.

Yeah, they said the initial test showed a trace of drugs...If they had made a mistake and thought the test showed conclusive then they were just doing their job...Like I said, it's not like no one has never made a mistake...I would wait and see what the actual truth is of the situation before I start calling people dumb...If the cops sent in the paper work as the test showing positive then they acted upon where the law enforces...

But I know you were probably just talking toungue in cheek, so I'll leave it at that.
