$5,000 reward offered for 2 drug fugitives

STNG News ServiceThe FBI is offering a reward of up to $5,000 for information about a husband-and-wife team — who may be with four children — considered armed and dangerous drug fugitives.
Juan Carlos Duran and Dionne Garcia, with a last known address in the 2900 block of West 40th Street, have been the subject of a nationwide manhunt since 2001, the FBI said today.

A reward of up to $5,000 is being offered for information leading to the location and arrest of Duran, 30, and Garcia, 29, who is considered his common-law wife, the FBI said.

Garcia and Duran were charged in a criminal complaint filed in U.S. District Court in Chicago with violation of federal drug laws.

They were among 17 people charged in “Operation Blue Water,’’ which targeted the Chicago-based Ambrose Street gang, which made and distributed PCP in Chicago and northwest Indiana, the FBI said. Duran eluded arrest at the time, while Garcia fled after being released on bond.

Duran, whose nickname is “Psycho,” is described as a male Hispanic, 5-foot-4 and 120 pounds, with medium build, black hair, brown eyes and a thin mustache. Garcia, a female Hispanic, is 5-foot-2 and 115 pounds, with medium build, brown hair and green eyes, the release said.

Garcia uses the alias Dionne Garcia and frequently changes both the color and length of her hair. She may be with her four children whose current ages are from 4 to 14, to FBI spokeswoman Cynthia Yates said.
